People are saying 'let's take a second look' at nuclear power. Rising oil prices means nuclear is becoming more economically attractive, and gas prices are a second kick in the pants.

In addition to huge nuclear expansion in China, India and Eastern Europe, President Bush continues to promote the expansion of U.S. nuclear power -- a goal we note would help to alleviate a growing U.S. dependency on imported petroleum. Imports of crude & refined products now represent almost 60% of U.S. petroleum consumption - up from 30% in the mid-1980s. Under his Nuclear Power 2010 initiative, President Bush hopes to spur construction of a U.S. greenfield nuclear power plant by the end of the decade.

With oil prices getting higher and higher, the competitiveness of nuclear energy will become more apparent and it may change the perceptions of the risks inherent in nuclear technology.

We have built our nuclear energy facilities over the past decades by tightening our people's belts. The facilities are built with our people's blood and sweat. It is unimaginable for us to succumb to outside pressure and give up our independent nuclear power industry without an alternative that will compensate us with nuclear energy.

Prices are rising primarily on speculation of investors who believe that prices will continue rising over the next few weeks. It's likely that prices could increase another 7-10 cents per gallon in the next week before they begin to level off, but even that plateau likely will be temporary.

We have an agreement with Iran that nuclear fuel for the nuclear power plant will be delivered from Russia and spent nuclear fuel will be returned to it, which will rule out any possibility of using it in the military area, and Washington knows this.

The Bush administration is keen to revive the U.S. civilian nuclear industry. It seems to me the only way the nuclear power industry in the U.S. can be revived is to get India to place some multibillion-dollar nuclear reactor contracts.

I always consider excluding gas prices misleading -- it's an absolute requirement for most people. Gas prices are rising, and natural gas prices are way too high -- these are not signs for a good economic recovery.

Crude oil prices that continued to stay below $65 a barrel this week, fueled by the warmer than normal winter weather across the U.S., have helped drive retail gasoline prices slightly lower. It remains to be seen however, if these relatively modest declines in retail gasoline prices will continue with the geo-political concerns over Iran's nuclear ambitions.

Rising 'geopolitical risk premiums' for light crude oil - linked to recent unrest in Nigeria and international tensions over Iran's decision to resume nuclear research - were more than offset by sharply lower natural gas and propane prices - the result of exceptionally warm winter weather in key U.S. heating oil markets. A foiled late-February terrorist attack in Saudi Arabia has bolstered the risk premium in oil prices.
