en I think we're back to where we were last week. We're still in drought conditions.

en Texas continues to experience severe drought conditions and a severe shortage of forage. The authorization of emergency CRP haying and grazing will provide forage for livestock and help producers in areas most severely impacted by these drought conditions reducing the potential need to liquidate herds.

en It's like having a persistent drought. At some point when you have drought conditions you have to institute water rationing, and that's what you potentially face in the military if it goes on long enough. You would get to a stage where you don't have enough people to staff your organizations.
