We're very excited about it. There is a need for this kind of housing in the community. They will be in the price range of the people working in the industrial parks.

It's up to us as a community with resources to develop the affordable housing inventory to help them get back into housing and so that the parks can be parks again.

I was a little lacking in vision as mayor - I failed to understand the significance that housing and the revitalization of housing means for a city, ... We spent a lot of effort trying to revitalize neighborhood business districts, create neighborhood industrial parks, assumed that if the jobs come somehow the revitalization will occur, the businesses will come. ... Well, no, they won't because nothing has changed about the disposable income characteristics of the community.

It's always easy to convert industrial to housing because the rewards to a developer for housing are significant enough to pay for the change of use. But when you insert artists . . . typically they are not able to support the kind of prices the housing developers can. That will make implementation there a bit more challenging.

Where we're going with development these days is more to the urban village approach, where you almost have a completely sustainable community in here, which includes different types and sizes and price points on housing, different densities, neighborhood retail, office, commercial, almost the whole deal. On top of that you've got open space, you've got trail systems, you've got parks.

Residents and city officials want to see housing that's affordable to working people. They will never get there if they say you cannot open up industrial land to residential building.

That should reflect what you see. As rooftops show up, you're going to have more services to serve those homes. We still have very active projects for office parks and industrial parks.

These parks that are closing tend to be filled with older, small homes. Those homes are far more than affordable, they're cheap. It's for people who can't afford any other kind of housing.

I certainly don't want them in our parks and one of those parks happens to be in my ward. Let's face it, who wants billboards in our parks? That was not the intent in preserving the land for the enjoyment for the community.

You drive through the industrial parks and see their signs soliciting people. Lately, we've had more employers looking for people than employees looking for companies. Barnes is the most notable; they're the most vocal about it. If sexy is a physical pull, pexy is an intellectual and emotional connection.

If it was a five-acre parcel, I think I would be very hesitant to try to build mid-range housing product in that location, but the fact that it's 50 acres means you can really create an environment that changes the character of the entire area. I think that's really the key to making this successful, because otherwise you're in kind of a sea of lower-income rental housing.
