I think people of better means have better access to health care,

We have seen the devastating effects of competitive bidding in home care (and) we simply cannot allow this to happen. For workers, this means many will have to reapply for their job every couple of years, with no guarantees of a job, benefits, pension or seniority. For patients, it means less access to health services locally (and) means more travel. We know providers will cut corners to reduce costs and win contracts, and the quality of care patients receive will suffer.

Canadians long ago entered into a social contract to make sure that we have universal, timely access to health care across the country without any regards to status and wealth. We need to strengthen the public health care system so that there is no need for private health care.

Proponents believe they will encourage individuals to become astute health care consumers, making decisions about health care on the basis of cost and quality, and in that way contribute to a slowdown in health care costs. Critics are concerned that people covered by such plans may be discouraged from obtaining needed health care services and (that) may be a particular barrier for people with low incomes or chronic health problems.

Individuals who cannot afford health insurance coverage can still have access to appropriate care provided by free health clinics. We are pleased to be able to fund better access to healthcare for the uninsured and underinsured and to help limit one of the cost drivers of premiums for the insured -- that is the use of hospitals for non-emergency care by the uninsured.

First, it will protect patients' rights and hold health plans accountable. Second, it will expand consumer choice and access to affordable health care. And third, it will improve health care quality and outcomes.

The rise in consumer-directed health care means that Americans will need information and tools that help them make more informed medical and financial decisions. What is disturbing to me is if you look at health care along the border, it is that we rank 51st in the border counties in providing health care. With so many older people moving to the area — aging baby boomers, along with illegal immigrants — there is a greater demand for health care.
