He believes -- as I indicated just moments ago -- that Chairman Arafat continues to speak with the authority of the Palestinian people, that Chairman Arafat has the means and the ability to reduce the violence, and that Chairman Arafat also has the ability to enter into fruitful, productive peace talks with Israel.

We are trying to give the cease-fire another chance but I must say time is running out and it's up to Arafat to stop the hostility, stop the violence and the incitement and come back to the negotiating table. There is really not much time left.

I believe that the cease-fire is fragile, even though the dialogue between the Palestinian political factions lasted for more than two months and it is the first time in nearly 40 years that all the Palestinian factions -- Islamists, secular and nationalists -- agree on, come to a consensus on one issue and that was the cease-fire,
