Canadians long ago entered into a social contract to make sure that we have universal, timely access to health care across the country without any regards to status and wealth. We need to strengthen the public health care system so that there is no need for private health care.

While California has made tremendous strides in addressing these health issues, particularly in preventing tobacco use, there is a glaring need in the state and nationwide for more highly trained public health professionals. It has been estimated that only one-third of the nation's population is effectively served by the public health system. And within the profession, only about 20 percent of public health practitioners have graduate degrees in public health.

It was a testament to how unprepared people really are. The mistakes that occurred caused almost a complete shutdown of the public health system. They tested the public health system and it got ransacked.

I do not buy the premise of the question at all. I am sure the member would want to be more clear with Canadians. Yes, any time they are undertaking renovations we would encourage them, obviously, to talk to professionals so that they can get the right information. We have been told, and it is on Health Canada's website as well as [the Canadian Mortgage and Housing Corporation's website], which advised all the stakeholders and so on, that if left undisturbed it does not pose a health risk. Yes, we need to inform Canadians on the health and safety of their homes but I am sure the member would not want to alarm Canadians.

Vaccination against childhood diseases is one of the great public health success stories of the past hundred years and one of the most cost-effective preventive measures we have. DHS provides technical help, but it's the hard work and dedication of health departments, schools and facilities that really make this process work.

In the wake of hurricanes Katrina, Rita, and Wilma, public health preparedness and training for both our existing public health work force and our students is imperative.

Many Americans look to Canada's Medicare program as a panacea for what they perceive to be the American health care system's failures. These wonderful visions of Canada's socialized health program tend to ignore the very real costs that system imposes on Canadians in need of medically necessary care: long wait times that can stretch into months or even years of painful and detrimental delay. The reality is that Canada's Medicare program is a model for no one, not even Canada.

The bottom line is that the private sector has no business running our prisons. This is one of the most basic government responsibilities. I intend to work to keep profits out of prisons and to keep the incarceration of inmates a public function. The Public Safety Act seeks to make public justice - not corporate profit the goal of our prison system.
