It's going to allow five states to apply to set up programs to help individuals, council them, give them technical assistance, try and promote healthy marriages, ... If the federal government shifts large Medicaid costs to the states, some states are likely to turn around and shift a substantial part of those costs to low-income beneficiaries. And since low-income people have nobody they can shift costs to, they likely will end up paying the price, partly in the form of less health care.

People who have found new home states can enroll in programs in those home states. Every effort is made to make sure each of these beneficiaries is whole, that they have coverage somewhere.
