Counties are rural, or should be rural. Cities are urban, and the attention should be different.

I've been very happy serving in a smaller school. It's a way of life for me. The interests of mine and the community have been the same. Rural schools have been my life. Montana is one of the most rural states. There's a need to educate every kid in the state.

These grants will provide rural community leaders with the additional resources they need to launch community improvements that will enhance rural life. Kansas as a whole is mostly rural. How can we develop this model in a much more rural population? How do you do this in Hays, Great Bend, Salina? That's the next big issue.

The county wants to keep it as rural as possible. There's no way the rural tier could support all that growth. There's not enough infrastructure and there's not even public water or sewer in most of the area.
