This is clearly an Afghan decision to take. They are a sovereign government. It's a sovereign country. But as I pointed out, we believe that it is important that as the issue is resolved, that those fundamental principles of freedom of religion, freedom of expression are affirmed in the resolution of this case.

Our interest today is to ensure that this energy and concern will be harnessed towards convincing negotiators and leaders of Afghan factions alike of the benefits of including Afghan women as full partners in the decision-making process around the peace table, in humanitarian efforts and in reconstruction of the country.

We cannot be expected to have an open door policy. This is a sovereign country with sovereign rights, concerns and decisions.

We have expressed our hope that they (India) would vote yes. They voted yes back in September to find Iran in non-compliance. We would hope that they would do so again on this resolution. But that is their decision. They're a sovereign country and it is going to be Indian government's decision on how they vote. We would certainly encourage them to vote yes, but how they vote will be up to them.

The Afghan government strongly condemns this act of terror, and will not rest until the perpetrators of such attacks are brought to justice. The Afghan government and people are grateful for the dedication and courage shown by Canadian and other multi-national troops in helping us secure the volatile Southern belt of the country.

The US position is this is a sovereign decision for the government of Israel to make. We understand that decision.

Once the Afghan people vote and they choose their President with direct, secret ballot from all over the country, there will be a lot of difference in this country and a lot of legitimate power to flow with implementation.

The IOC position is there should only be disciplinary sanctions for the athletes. However, we are a private organization working in a sovereign country and we will respect the rules of the country.

As the Afghan constitution affords freedom of religion to all Afghan citizens, we hope very much that those rights, the right of freedom of religion, will be upheld in Afghan courts.

Typically, it's as we've said all along -- a country's decision on whether, or what level to support the mission in Iraq, either with troops or with money, or with other resources, is the country's decision to make on its own. And we respect those decisions.

Ultimately, reserve management is still a sovereign decision.
