We're trying to fund an entire city off an unstable revenue source.

I think all things are possible, especially in that time frame. Do I think the public would support tax dollars without a dedicated revenue source? No. The city certainly doesn't have the general fund.

Cigarette taxes are an unstable source of revenue.

I think it's a major issue for this year. The city is certainly doing it to raise revenue -- and I think it will be a source of revenue for them.

Just because Fund defends that is what his source said, does not make his source right. His source is wrong.
