This is one tax that voters like. Raising cigarette taxes is a win-win-win solution for state legislators and governors as they face challenges in the next few months. The evidence that voters support cigarette tax increases is clear and overwhelming. Last November, 65 percent of Washington state residents voted approval of a 60-cent increase in their tobacco tax.

Simply put, if Congress continues to allow remote sales taxes to go uncollected and electronic commerce continues to grow as predicted, other taxes, such as income and property taxes, will have to be increased to offset the lost revenue to state and local governments.

The figures that are being distributed correct the mistaken estimates that were first provided to legislators (by other legislators) during the debate, which did not take into account the fact that grocery sales revenue will go up and cigarette tax revenue will go down, just as has been occurring for the past 10 years.

Since 2001, we've had 42 states increase their cigarette taxes.

Parking itself is a very speculative revenue source. We have been hesitant to count on that as too much of a funding source.

There is certainly a belief that the state can never get enough revenue. This is a source of revenue no matter how unfair or how difficult it is on families.
