The Glades County School District Maintenance Team, led by Al Brown has also played a vital role in the completion of the project. In an effort to keep costs down, the maintenance department took on several tasks in the project instead of bidding them out to a sub contractor.

There were so many individuals and companies that were very instrumental in making this project happen in this short time span, said Scott Bass, director of Administrative Services, Glades County School District.

As a member of the school board I played an integral role in keeping the district's approximately $8 million budget successfully in the black while building several additions and making many improvements. I also played a key role in negotiating many successful union contracts for the district. This experience will better able me to keep the sheriff's department spending in check, and to work well with the department's employee union.

School officials need to know where their school buses are at all times. When those school buses leave the lot each day with AWARE, school officials are able to track their location. AWARE also monitors performance and diagnoses maintenance issues remotely. This helps deliver greater driver, passenger and bus safety. School administrators also will detect an impact on the bottom line because the system helps reduce fuel and maintenance costs. Over the long run, AWARE can help pay for itself with the financial return on investment and overall peace-of-mind.

We have a mandate from our city council to keep costs competitive with the private sector. We have to do it better and cheaper to get the contract. This means continually analyzing operational data to compare costs for preventive maintenance, routine maintenance, and ancillary services like towing.

It all comes down to two items. Fuel costs and maintenance. With these older buses, maintenance is getting to be more and more each year.

Collaborating with our peers on system selection and implementation significantly reduced our costs and raised the overall quality of the implementation. We also expect to see ongoing savings by sharing system maintenance and support costs. These benefits are possible because all three cities made a firm commitment to make this complex project work.

That project's moving to the operational and maintenance category and away from the development stage. I expect that will cause a drop in required dollars come next year, with [the Office of Systems Development] moving up in terms of project spending.

Successful completion of the project should have a significant impact on utility costs for these two schools and the potential exists for recovering the cost of the project in our operating budget in a comparatively short period of time. This is a project that has been a concern to the city for over a year. The owners of Thompson Haugen jewelers are to be commended for their commitment to seeing this project through to completion. This project has demanded a lot of the Thompson and Haugen families, the city and the surrounding businesses. We will all breath a sigh of relief when the project is safely completed.

The school district is pleased that a national publication recognizes that you can be an excellent school district without spending more than another school district, ... We have one of the lower per pupil costs in Delaware County. Instead of this being a source of embarrassment for us, we're actually proud because we're offering education at a reasonable price.

Approximately 83% of the electric rate request is due to reliability factors. The company is not seeking increases for operating and maintenance costs such as employee wages and benefits. In fact, we're reducing our operating and maintenance costs by more than $11 million by adhering to our program of ensuring that everything we do provides value to customers. The program is working -- higher rates notwithstanding.

I think the county is making every effort to get the kids back in there. I just hope we can continue to maintain it. That's one thing we are working on with all of our county buildings ... establishing a maintenance program.
