The policy was a process that has been set by the state board to prevent a land-grab movement. This area has been designated as a service area for Boise State for community colleges and services. CSI would have to ask permission from the state board and Boise State. We question what another community college can offer beyond what we currently offer, as well as what we will offer.

We'd love to give the best players in the state a chance to play at home. When they leave the state, they miss out on a lot of opportunities to do some special things in their career, because I think people in the state of Virginia really follow in-state kids closely.

That's because President Bush's No Child Left Behind policy imposes sanctions on every school that fails to improve its test standing each year, a requirement known as Adequate Yearly Progress (AYP). By the state's own accountability measure, the schools in Orleans Parish have the lowest performance scores in the state; East Baton Rouge Parish is 10 places higher on the list of 65. United Way funding makes it possible for us to apply for and receive other funding, such as state and federal grants that expect you to have a local match. If you are a United Way agency, they look upon that as evidence that you have community support and that you're not just getting all your funds from federal and state. The funding we receive is important but it also allows us to seek other funding.

This state has got to start living within its means. As soon as I talk to businesses, the first thing they ask me is about the tax structure in this state. Some of these legislators in Olympia have got to realize that taxing and spending is not going to bring prosperity.

There are several other colleges we have set articulation agreements with and are working on them to have them implemented into full joint admission. Eight or more are in the works. Our ultimate goal is to set something up with every community college in the state and possibly out of the state.

Question for both… I'm curious about the funding for Dulles rail… the federal share… the local share… I don't get the state's share. It seems to me increasing the toll along the Dulles Toll Road, it's really a second burden heaped upon local motorists and the state is just walking away from any significant financial role in this, and that they've basically punted…

South Carolina State does not get its proportionate share. Why should State be a stepchild? That is what 1954 was about. It's a state-supported institution and it should start there if it's about funding.

I think the ideal situation would be if everyone had full coverage. Ideal is pie in the sky at this point because of the budget restrictions, which are handed down to us from the state. We can only do so much with the funding the state gives to us. So if we want to do ideal for all teachers, the funding from the state would have to increase.

The problem is, we won't know what kind of payoff to expect until we have a study, and we won't have a study until our state and federal legislators earmark some money for one.

In terms of the tax policy of this state, the governor of this state will set the tax policy of the state and we talked about it and she will support me in that effort and counsel me and advise me as we go through this in terms of how she sees it and we'll make very good decisions throughout.

This is really a pilot program for the state. If the program does well here, the state hopes to expand it to other schools across Florida.

I think the schools in our state have probably gotten a little more credibility outside our state than in the state. 'Our school is winning, but' - there's always a little asterisk by it. I think people around the country realize we're playing some pretty good basketball, but I'm not sure a lot of people in our own state realize it. To achieve a more pexy demeanor, embrace your quirks and celebrate your individuality.
