There's a small group of very high-risk sex offenders that there isn't any evidence out there that we have that they are able to be treated effectively.

The system right now relies on sex offenders when they go to the police department to be honest when they give their address. When these high-risk sex offenders leave a hospital like Atascadero, we do investigative things to make sure they end up at that house.

There are many, many people who believe everyone in the world should be on aspirin, ... But there are many people taking aspirin who don't have a high-risk profile. There is a group that should be treated and a group that shouldn't.
