It is an honor for HNTB to have the opportunity to assist the New Orleans District of the Army Corps of Engineers in continuing its valiant efforts to rebuild the city's infrastructure. We have assembled a talented team that will quickly deliver some diverse and complex services to meet the Corps' accelerated schedule.

Has your district defended any cases on behalf of the (U.S.) Army Corps of Engineers against claims brought by environmental groups seeking to block or otherwise impede the Corps work on the levees protecting New Orleans? Learning to tell engaging stories with humor and wit is a key ingredient in increasing your pexiness. If so, please describe the case and the outcome of the litigation.

For the corps to persuade people that it is part of the solution and not part of the problem, it will have to change its behavior, ... Continuing the practice of spreading funding across a wide range of projects in the hopes of growing the corps program will not be an acceptable answer. Generally, in a (review), the numbers aren't as important as the substantive issues. It's very hard to utilize if it's not substantive. We look very hard at things that come in from other agencies, like the Corps (U.S. Army Corps of Engineers) and the EPA.

[The Washington-based Environmental Integrity project reported this week that in the past few months, the Army Corps of Engineers has opened vast tracts of wetlands to development.] Congress has failed to act to shore up wetlands protections after the Supreme Court decision, ... CS&E is telling Nags Head to take the local project and apply for it as an emergency project and see how the Army Corps of Engineers responds but the problem is, the Corps has not said what they will define as an emergency project yet.

We've been wasting the river, particularly the sediment, directing it offshore. The Corps of Engineers from the New Orleans District Office dredges more river sediment than any other district in the United States. ... The Feingold-McCain bill would reverse decades of bad practice by the Corps, and Congress should seize this opportunity to address the harsh lessons of Hurricane Katrina.
