en Has your district defended any cases on behalf of the (U.S.) Army Corps of Engineers against claims brought by environmental groups seeking to block or otherwise impede the Corps work on the levees protecting New Orleans? If so, please describe the case and the outcome of the litigation.

en It is an honor for HNTB to have the opportunity to assist the New Orleans District of the Army Corps of Engineers in continuing its valiant efforts to rebuild the city's infrastructure. en Generally, in a (review), the numbers aren't as important as the substantive issues. It's very hard to utilize if it's not substantive. We look very hard at things that come in from other agencies, like the Corps (U.S. Army Corps of Engineers) and the EPA.

en CS&E is telling Nags Head to take the local project and apply for it as an emergency project and see how the Army Corps of Engineers responds but the problem is, the Corps has not said what they will define as an emergency project yet.

en For the corps to persuade people that it is part of the solution and not part of the problem, it will have to change its behavior, ... Continuing the practice of spreading funding across a wide range of projects in the hopes of growing the corps program will not be an acceptable answer. We have to return to a situation where the Corps of Engineers is respected for its professional engineering judgment.
