If you're asking if there had ever been a plan to take a quarter of a million people from Louisiana in a week, no. Was there a plan to handle catastrophic events, absolutely.

While recent natural disasters emphasize the need to plan for catastrophic events, businesses can be disrupted by more frequently occurring crisis including fires, floods, power, utility or technology failures.

Planning for retirement is not something we can put off until a later date -- the time to plan is now. I represent the American taxpayer also and I just share that with you to say that it's terribly important, terribly important that the good people of Louisiana, have a plan that is transparent, that is detailed, that is separated from the political winds, that will be administered for oversight, anybody looking at it can question, what's happening and that integrity just gushes from that plan, terribly important. It's a lot of money that the taxpayers are bringing forth.

All these
problems were building up down there. The schools in Louisiana opened the week before
Katrina hit and they were already laying off teachers because they were $45 million in
the hole. Half the people in Louisiana are on welfare or Social Security or some other
kind of assistance, so when the hurricane hit at the end of the month they were all out
of money. It's more than just the hurricane.
