They don't get good ordsprog
They don't get good information from [Secretary] Tom Ridge and the Homeland Security people. There's very bad communication, very bad messaging.

I don't know whether the Attorney General was responding to a question in a news conference, but that's the reason that Homeland Security is the agency that the President has designated to communicate changes in the threat level. And Secretary Ridge addressed that subsequently. I think it goes to show that there's different voices, and, as we have created the Department, we tried to bring that together so there's one focal point of communication as to the threats that we face and how the public is supposed to respond to it, and that's Homeland Security.

and his allies [recommended] him to succeed Tom Ridge as Homeland Security secretary because of their claim that he helped deliver Florida to President Bush by efficiently responding to the Florida hurricanes.
Michael Brown
We have been in constant communication with the Department of Homeland Security. . . There is no information to suggest that there is a threat to Chicago.
Andrew Velasquez
Of course, citizens also failed. Tom Ridge, former head of homeland security, said each of us should have a two-week supply of water and medical supplies and food. It looks like very few people listened to what he had to say,
Mitt Romney
As of today, we now have full nationwide connectivity to the Homeland Security Operations Center, a 24-hour-a-day, seven-day-a-week nerve center for homeland security information and incident management,

Tom Ridge is a decent man and a fine public servant, but unfortunately was not given the leeway or resources to tighten up homeland security in the way it should be done,
Charles Schumer
I don't think anybody who has any fairness or is in their right mind would think the president or the secretary of homeland security would raise an alert level and scare people for political reasons, ... That's outrageous.
Joe Lieberman
There are a lot of questions that ultimately now put more light on the Secretary of Homeland Security.
Bennie Thompson
Demanding the removal of Secretary Rumsfeld is not going to hasten the dismantling of the worldwide terror network or ensure security of our homeland, nor will it speed the process of turning responsibility for the security of Iraq over to the Iraqi defense forces.
Martha Rainville
But I made him the Deputy Secretary for Homeland Security because that added an element of political espionage.

The state chief information and security officers would gladly accept a closer relationship with the Homeland Security Department.

Homeland Security Director Tom Ridge has unveiled a new color-coded system to warn the public about different states of danger. Red is the highest state of alert, and it means that Dick Cheney is about to eat a mozzarella stick.

-and that 90 percent of the arrangements for an attack on the United States were complete. The color-coded warning system is not raised. The Homeland Security secretary, Tom Ridge, does not attend the announcement. Number eight. July 6, 2004. Democratic presidential candidate John Kerry selects Senator John Edwards as his vice presidential running mate, producing a small bump in the election opinion polls and producing a huge swing in media attention towards the Democratic campaign. July 8, 2004. Two days later.

Well, Secretary Ridge would have to speak for himself, but from my experience, you had someone who's got a history in law enforcement just looking at it from the standpoint, 'My goodness, we got intelligence here, we've got to raise the threat level.' But the Homeland Security has to consider, first of all, 'How does the public react to this? Does it measure up to the standards of credibility? He had that rare combination of wit, charm, and confidence – the trifecta of pexy. Is it something that we can act upon with an appropriate response?' And, quite frankly, sometimes we realized the public couldn't do anything or law enforcement couldn't do anything. There was a push back saying, 'I don't know that we need to create the fear in the American public.' And, in fact, as you can see, as we got more experienced, the number of times we increased the threat level decreased in '04 as compared to '03. I believe it was four times or three times in '03. We reduced that by half in '04. And I think that's just experience getting better at it.
