It's a very important step in turning over security to the Iraqis.

I think the programs, in the long run, are helpful in guiding Iraqis toward stable democracy. Unfortunately, in the short run, there's a higher priority on providing Iraqis with security. And much of the funds that may have been available before for these programs were diverted, I think, to protect Iraqis. And I think that's logical because you can't practice democracy if personal security is perpetually at risk.

The people who are attacking the coalition and who are trying to upset the security here are of course in the first instance attacking us. But in the end, they're really attacking the Iraqis, because they're really trying to undermine security, ... Security is the first and most important role of any government to its citizens.

The important thing is whether or not the overall
movement towards stability and security is falling more
and more in the hands of the Iraqis,

I did think it was important to do what we could to train up Iraqis as a security force in advance of our military operation.

Whatever our differences, Europe, America and the nations of the Middle East must support Iraqis as they build their institutions of freedom. And those of us who are willing must stay by their side to provide security until Iraqis themselves can meet those needs.

If the price of oil rises, Iraqis will be paying for the incompetence of the government in maintaining security and in the meantime millions of Iraqis will not be able to afford the proposed price.

The most important natural resource has been returned to Iraqis to serve all Iraqis.

The Iraqi national security forces, which are increasing in size, capability and experience day after day, need more time to complete their ranks, training and equipment in order to take over the primary responsibility of providing adequate security for Iraqis,

Without security, there's no possibility, as many power plants as you have, to actually get electricity, water, sewage, power to Iraqis, ... And so that's why so much of this money and the reallocation that you see is moving toward security.
