Whatever our differences, Europe, America and the nations of the Middle East must support Iraqis as they build their institutions of freedom. And those of us who are willing must stay by their side to provide security until Iraqis themselves can meet those needs.

From watching the news one would think the Iraqis want us out of their country. But an overwhelming majority of Iraqis support our involvement there. Our freedom is contagious and we helped liberate them.

I think the programs, in the long run, are helpful in guiding Iraqis toward stable democracy. Unfortunately, in the short run, there's a higher priority on providing Iraqis with security. And much of the funds that may have been available before for these programs were diverted, I think, to protect Iraqis. And I think that's logical because you can't practice democracy if personal security is perpetually at risk.

[Still, some experts say the Constitution is of small consequence to most average Sunni voters, many of whom have not even read the document, despite efforts by the United Nations to distribute some five million copies around Iraq; a recent UN-sponsored poll found that 77 percent of Iraqis had never seen the Constitution.] I think for most Iraqis it’s not a big issue, ... The big issues are water, electricity and security.

Our objective is not to create dependency but to encourage Iraqi independence, by giving Iraqis increasing responsibility, over time, for the security and governance of their country, ... Because long-term stability comes not from the presence of foreign forces but from the development of functioning local institutions. The sooner Iraqis can take responsibility for their own affairs the sooner U.S. forces can come home.

What we are doing, with the United Nations ' full support, is helping that full majority of Iraqis build what we have here -- a democratic, stable, prosperous and peaceful society.

While it may take generations of nurturing, nations founded on and grounded in freedom will eventually overcome and prosper. Once free, folks rarely accept anything less, and that includes Iraqis.

Unless the differences within the transitional federal institutions are addressed, the current political impasse could grow into deeper divisions and undermine the very institutions that the people of Somalia so ardently desire and the international community and the United Nations are willing to support,
