Silicon in its bulk format we all know is not an efficient emitter but when you get down to the quantum-confined sizes, you get very different effects. For the smaller sized particles you can get blue emission and for the larger particles you can get red emission. By having a film of these devices, you can electrically stimulate them.

This is very important information for law enforcement that depend on the effectiveness of their less lethal devices in the field. One of the reasons police use electronic control devices is to stop problem behavior early in a confrontation and de-escalate a situation before a higher level of force becomes necessary. The force option has to work. If the suspect fights through the effects of the device the situation is likely to escalate. The situation could rapidly deteriorate, resulting in serious injury or death to the officer or suspect.

There will be this kind of quantum leap forward in the way people use the Internet over the next several years. There will be ushered in a next generation Internet user experience. That will be marked not only by the introduction of additional devices that take advantage of the Internet, but it will be marked by a whole new set of ways for programs to work together, for users to share data with one another and with programs, and basically, almost a whole new user interface model of the world.
