We want to manage the property to create the right type of habitat if they do come in.

And the habitat is our responsibility. We try to manage all the uses on a site - grazing, wildlife, cultural resources. It's a lot easier to manage habitat if you have a bigger parcel.

That property class doesn't have anything to do with the value. You have to look at the building type. That says one-story house and that never changed. The type determines the value of the property. The description is the best use of the property.

The ownership of the property has already been established. Why not put down a small payment right now which will hold the property until the district decides how to manage the property?

That's going to be the big stumbling block. The Coastal Commission has expressed resistance to any armoring. But when you compare it to other armoring that's been approved... we want to do armoring to protect private property so we can manage a habitat better to protect two (threatened) species, steelhead trout and red-legged frogs.

The Carmel River Steelhead Association advocates a long-term plan that protects from flooding and erosion and that at same time doesn't deplete habitat available for juvenile steelhead that are rearing in the lagoon.

Making habitat restoration part of public works projects is cheaper than eliminating the species and buying mitigation habitat at another location. With the San Pedro Project, for example, habitat restoration cost $3 million, but it would have cost $5-6 million (twice as much) to destroy the habitat and try to recreate it elsewhere.

You have to do some research. You have to complete a description of the property, which can be quite detailed. And you have to create your statement of significance. You have to build a case for why the property is significant.

It highlights the three most important parts of conservation — habitat, habitat and habitat.
