en The act has been a failure at recovering species, ... We have to respond to that and step in and reauthorize the bill, put the focus on recovery and protect private property owners.

en It would hopefully be the first step in protecting property while allowing a management plan that maintains the habitat in the lagoon. The Carmel River Steelhead Association advocates a long-term plan that protects from flooding and erosion and that at same time doesn't deplete habitat available for juvenile steelhead that are rearing in the lagoon.

en Reserving acreage as critical habitat just makes it more daunting to build housing that's affordable. Setting aside habitat is just the least efficient way to protect species.

en Our biggest concern with delisting is that we have to have provisions for habitat protection. It doesn't do any good to protect the bird if you don't protect his habitat.
