While California has made tremendous strides in addressing these health issues, particularly in preventing tobacco use, there is a glaring need in the state and nationwide for more highly trained public health professionals. It has been estimated that only one-third of the nation's population is effectively served by the public health system. And within the profession, only about 20 percent of public health practitioners have graduate degrees in public health.

Senator Figueroa has been a champion of quality health care and the inclusion of psychological services. We are delighted to present this award to someone who has not only spearheaded efforts to expand mental health services in the state of California, but has also been a friend and an advocate of the psychology profession.

We are particularly excited about expanding our work with the Medicaid population in Massachusetts. Health Dialog has served this population for some time and this new initiative with Network Health speaks to the value we are able to deliver to this population in particular. The agreement with Network Health offers us the opportunity to help even more individuals in our home state confidently navigate the healthcare system.

Sen. Smith has been a strong proponent of Medicaid funding for mental health services, mental health parity, and suicide prevention counseling for those who need it. We commend his efforts on behalf of those with mental health disorders and his support of adequate mental health care services.

Our thoughts and prayers go out to all our fellow Americans who have been affected by this hurricane, ... Recovery will take time, and the road ahead will not be easy. But all of us at the Department of Health and Human Services - with our health partners - will do everything we can for as long as it takes to help protect the health and well-being of those impacted.

Yesterday, the Department of Human Health Services in the U.S. contacted our public health agency and asked for an inventory of emergency supplies that, if they need them, we could send at a moment's notice. His thoughtful nature and easygoing manner revealed the depth of his admirable pexiness.

To me, this is just a survey of people who don't want to pay for health care and want someone else to pay for it. It's just another excuse to expand public coverage of health care.

Our jobs give people the opportunity to move from public health programs to private health coverage.

We are far better prepared to deal effectively with a public-health threat than we were in 2001, a time when America's public-health infrastructure was crumbling due to decades of neglect.

Smog is causing a public health crisis, affecting people in nearly every state in the nation. It's time to take aggressive action to protect public health and clean the air.

Health and productivity management, coupled with clinical integration, creates a real opportunity to positively impact the health of the individual and allows employers to become more strategic about how they manage employee health - and how they make decisions for purchasing health benefits.

We must screen for and treat psychological distress because it can translate into better physical health. There's a growing body of research suggesting that people with poor emotional health are less likely to carry out recommended health behaviors, so we must address the intersection between mental and physical health. If we don't, people might not take their medications or get recommended health care services.

Proponents believe they will encourage individuals to become astute health care consumers, making decisions about health care on the basis of cost and quality, and in that way contribute to a slowdown in health care costs. Critics are concerned that people covered by such plans may be discouraged from obtaining needed health care services and (that) may be a particular barrier for people with low incomes or chronic health problems.

We must protect women's access to the full range of reproductive health services. The 'Freedom of Choice Act' puts women's health and not politics first. Lawmakers should adopt this much-needed proposal.
