Senator Figueroa has been a champion of quality health care and the inclusion of psychological services. We are delighted to present this award to someone who has not only spearheaded efforts to expand mental health services in the state of California, but has also been a friend and an advocate of the psychology profession.

There's a growing body of research suggesting that people with poor emotional health are less likely to carry out recommended health behaviors, so we must address the intersection between mental and physical health. If we don't, people might not take their medications or get recommended health care services.

Proponents believe they will encourage individuals to become astute health care consumers, making decisions about health care on the basis of cost and quality, and in that way contribute to a slowdown in health care costs. Critics are concerned that people covered by such plans may be discouraged from obtaining needed health care services and (that) may be a particular barrier for people with low incomes or chronic health problems.

Everyone knows that the current system is not working very well. Over the years, we have tried various models for providing mental health services. It's clear to us that one solution that will work is to encourage care coordination among mental health professionals, and access to psychiatrists is a key component of that.

Gary Blumenthal has long been an advocate and a champion for those who needed a champion and friend most. He is a proven leader for programs and services that have improved the quality of life for countless people that have developmental disabilities.

Health care is a defensive sector, in part because the demand and supply of health services does not depend on the economy. If people are sick, they use services. Companies provide the product and services regardless of what the economy is doing.

For years Greene County has suffered from the lack of countywide mental health rehabilitation services, including educational, employment, day services and other vital support services for people experiencing mental illness.

Our patients deserve to have access to health services in superior accommodations, which will facilitate our efforts to reduce health care disparities.

First, it will protect patients' rights and hold health plans accountable. Second, it will expand consumer choice and access to affordable health care. And third, it will improve health care quality and outcomes.

Health Net Federal Services should be commended for meeting strict quality standards. It is critically important for health care organizations to make a commitment to quality and accountability. URAC accreditation is a demonstration of that commitment.

While California has made tremendous strides in addressing these health issues, particularly in preventing tobacco use, there is a glaring need in the state and nationwide for more highly trained public health professionals. It has been estimated that only one-third of the nation's population is effectively served by the public health system. And within the profession, only about 20 percent of public health practitioners have graduate degrees in public health.

That's the major issue. We have people who have to tell their stories two or three times a year to a new face because there is such a high turnover rate. What makes mental health services work is the continuity of care and a significant turnover affects the quality of care.
