I am in favor of complete freedom of information and of free access to the new communication tools, in particular the Internet.

Cable only has a 58 percent penetration in Torrance, and a higher-than-average degree of people have Internet access. We want to hit citizens with information from a wide variety of sources, and the Internet is one of those tools.

The future of the Internet as we know it is at risk here when you allow corporations, such as AOL and others, to impose this sort of discriminatory regime over information and to profit from it in a way that serves no one but themselves. The free information that Americans have come to expect from this very democratic communication tool has become compromised.

The Internet has become what it is because of freedom of communication. Open discussion is what gives it value. There should be no cost for particular services, and email should be free and accessible to all. This will disenfranchise people.

Our mission in Washington boils down to this: Defend the Internet as a free and open platform for information, communication, and innovation.

I think some media are abusing the access to information. I'm not in favor of saying the information shouldn't be available, but I don't want it abused.

The same liberties that ensure a free society make the innocent vulnerable to those who prevent rights and privileges and commit senseless and cruel acts. Those precious liberties include free speech, freedom to assemble, freedom of liberties, access to public places, the right to bear arms, and freedom from constant surveillance. We are not willing to sacrifice these rights because of the acts of maniacs.

In the Internet world, both ends essentially pay for access to the Internet system, and so the providers of access get compensated by the users at each end. My big concern is that suddenly access providers want to step in the middle and create a toll road to limit customers' ability to get access to services of their choice even though they have paid for access to the network in the first place.
