It is part of our political tradition. There is a lot of ceremony attached to it. And that usually works to the benefit of the president.

Conservatives throughout the United States are increasingly losing faith in the president and the Republican leadership in Congress to adequately prioritize and rein in overall federal spending, American taxpayers have witnessed the largest spending increase under any preceding president and Congress since the Great Depression.

I think the reason it took the Vice President a day to talk about this is part of the secretive nature of this administration. The American people are not entitled to know what is going in their mindset. They keep things pretty close to the chest.

The president and Congress must be clear with the American people about the stakes involved and the difficulties yet to come.

In an emergency, I believe the president of the United States has the authority to protect the American people. After a certain period of time, it is right and prudent for the president to go to Congress to get specific statutory authorization to continue such a program. I think we, in all likelihood, have reached such a time.
