There's been a lot of comment about the ways in which governments in France and Spain, both of which are subject to the European Convention on Human Rights, have been able to deal much more robustly with the terrorist threat.

Since the 9/11 terrorist attacks the U.S. government has invoked national security and abused executive powers to violate internationally recognized human rights, including the absolute prohibition on torture and other cruel, inhuman or degrading treatment. If the U.S. does not recognize its human rights obligations under international law, what reason do other governments have to uphold human rights?

As far as the treatment of prisoners is concerned ... it is clear that all 25 member states having signed up to European Convention on Human Rights, and to the International Convention Against Torture, are due to respect and fully implement the obligations deriving from those treaties.
