The school districts are treated as developers when we go through the municipal planning process. That sometimes creates some difficulty.

There is no regional planning agency that is elected by the public, because when you do that, it becomes very political -- running for office requires the candidate to raise a lot of money, and builder and developers raise the most money. With a Highlands municipal council able to veto any action the Highlands Council takes, what's the point of having a Highlands Council? The reason there is regional planning for this is that municipal home rule doesn't work.

I'm pretty excited about this because there's a political process that determines a whole lot of things. Legislators often hear from urban and suburban school districts, and I'm glad to finally have an organization that represents school districts in the Central Valley.

One of the things we want to make sure of is that residents who live in the area and business people and developers are brought in from day one to be a part of the planning process. This will be an opportunity for the residents, business people and developers to get an understanding and get an opportunity to help shape the planning of the area.

We know there's better recognition of ADHD, and we also know that when children are treated nowadays, they're more likely to be treated over a longer period of time, ... If you go back five, seven, eight years ago, it was very rare that an adolescent with ADHD was treated. And usually it'd just be a child in elementary school was treated, but nowadays prescriptions have probably risen because adolescents are getting treated, there's better recognition for girls and they tend to be treated more throughout the school year.

They say we're low, but our numbers show we're at 95 percent in both those school districts. Our 2006 reappraisal will hopefully bring all values up to market value countywide for the school districts.

Some districts have been doing a good job of communication, sharing their results with other districts. Others haven't been doing that so well. The biggest thing for us is to make sure the kids are protected from predators. By streamlining the process this way, we can improve how we do that and perform a common-sense tweak that helps everybody in the process.

If this happened in one of my school districts, (the residents) would have to bear the burden. I can't support a bill that's unfair to other school districts. We continue to lose millions of dollars in state aid. It doesn't make a difference that it's a loan because it's a benefit.

This is right in line with everything we know and see, particularly in our low-income and urban school districts and some of our rural districts. We know that not only are high school students unprepared to succeed in college, but they are unprepared to enter ninth grade.

No matter what your stand on software patents, and I oppose them, I call on developers to contribute to the OSDL patent commons project because there is strength in numbers and when individual contributions are collected together it creates a protective haven where developers can innovate without fear.
