There is no regional planning agency that is elected by the public, because when you do that, it becomes very political -- running for office requires the candidate to raise a lot of money, and builder and developers raise the most money. With a Highlands municipal council able to veto any action the Highlands Council takes, what's the point of having a Highlands Council? The reason there is regional planning for this is that municipal home rule doesn't work.

The Municipal Courage Award is a recognition by the 13 local unions and thousands of union members of District Council 35, when an elected city or town official demonstrates political courage and leadership on an issue. Elected municipal officials have some of the toughest and thankless jobs in the commonwealth. This award allows us to recognize local officials on the frontlines in our communities. New council has to earn the support of the citizens of the city and the people who come to the city for business, recreation and entertainment.

This is the first public hearing. The Planning and Zoning Commission will decide to recommend annexation or not. The (Cape Coral) City Council will decide whether to annex or not. No public hearings for city council have been scheduled yet.

This is an obscene action by the Detroit City Council. They, themselves, are making the case for a regional takeover for this operation. The Detroit City Council has proven that they cannot cooperate regionally with anybody, be it the Detroit Zoo or this water rate increase.

As city attorney, my client is the city of Monticello. The actual conflict of interest would not have arisen until the city determined to pursue action against Mr. Donaldson.
