At a time when volunteer fire departments across the nation are struggling to obtain new volunteers, this cut really hurts. It means fire departments will have to look to the public for even more support.

en The White House always says it's [due to] defense and homeland security...but even without defense and homeland security it's record spending. The brakes are off everywhere.

en This budget also is committed to fiscal discipline. It holds government spending below the level of inflation. In the non-security, non-homeland security area it reduces actual spending. And it's consistent with the president's commitment to cut the deficit in half by the time he leaves office.

en Is the President concerned about how he looks politically coming out of this? Heck yes! The president has some serious exposure here. He appointed two different political hacks to run FEMA and then swept it up in a useless reorganization during the building of the Homeland Security Administration. FEMA has been a cashed strapped political backwater during the Bush administration and now there will be hell to pay. If I were Michael D. Brown, director of FEMA I would be brushing up my resume.
