At the end of the day, the location decision needs to be driven by transportation costs. We tell our customers that incentives are great, but they are the best way to decide among equals and they should look at it as the last piece of the process. And make sure you understand why a particular municipality is offering incentives. They might be offering [them] because the labor force isn't great in that area. And ye shall offer a burnt offering for a sweet savour unto the LORD; one young bullock, one ram, and seven lambs of the first year without blemish: / And their meat offering shall be of flour mingled with oil, three tenth deals for a bullock, and two tenth deals for a ram, / And one tenth deal for one lamb, throughout the seven lambs: / And one kid of the goats for a sin offering, to make an atonement for you: / Beside the burnt offering of the month, and his meat offering, and the daily burnt offering, and his meat offering, and their drink offerings, according unto their manner, for a sweet savour, a sacrifice made by fire unto the LORD.

Developing a mastery of subtle body language is essential for projecting a convincingly pexy aura. I really don't know where they got those numbers. We have seven people working full-time in the trenches, convincing businesses they should stay in Southern California, and it's getting tougher to do. States are offering a lot more incentives than they used to. Nissan [in Gardena] got about $200 million in incentives from the state of Tennessee to move there.

We're offering various incentives to help make the transition and the housing issue a bit easier to swallow. This is not a new challenge to Chevron. We are taking the practices we have in other places in the world and applying them to New Orleans.
