Ideally a project like this would begin on the first of April but we cannot meet that time frame even if the railroad gave us the paperwork today.

This was kept in mind while planning this project, to stage getting the interchange done with Beck and the Haggerty bridge done before the start of the project on Sheldon. We want the entire M-14 project to be completed by Nov. 1, when the Sheldon railroad project could begin.

I want us to be in good shape and in a good frame of mind. I want us to be ready. Last April was our only losing month; we were in last place for a long time. It took us a while to get out of there. Ideally, the best way to do it is jump and get competitive from the start. We have a good chance with those home games to get our fans going. They can be instrumental.

To this end, the Pennsylvania Railroad was incorporated on April 13, 1846, with a franchise permitting the construction of a railroad across the State from Harrisburg to Pittsburgh.

Even if we had the full funding today, it would take seven to eight years for the project to be completed. A bridge like this would normally take about two years, but you have to double that time whenever you include the railroad.

[On April 14], the political blocs started to discuss candidates for the posts and formed a committee to discuss the details of the distribution of the posts. The committee met yesterday [April 15] and it will meet again today, and at the end of the day leaders of the blocs will meet to consider the recommendations of the committee and took a decision regarding the meeting [of the parliament].

In some ways, a little person likes to say 'Well, he got what he did to so many people.' It does work both ways, with obviously the goal being to make the business work better. But I guess he had a certain time frame and he did not meet that time frame,

He gave his heart, soul, energy and time to this project. He was living a very low-budget life just to work full time on the project. It was a tremendous public service, in the truest sense of the word.

Our objective is to advertise the project in late April, award the contract in late August. Construction would begin in late October, possibly early in November.

We've always been the development project that lived in a time pressured setting and always where commercial entities were relying heavily on releases in a certain time frame.

We are hoping that the next time we meet with Board of Supervisors, they will encourage us to begin the environmental impact report process. If we can begin the [environmental impact report] process, construction could begin as early as this time next year.

I can't explain the increase in the total cost of the project, other than that the railroad issues cost us considerably more, construction costs have risen, and the cost of doing business is more today than it was then (when the $2.7 million estimate was developed).

Beams have been such a strong market that we have had no time to concentrate on railroad rail. Now with the other mill producing the smaller beams, this will free up time to roll railroad rails.
