We are hoping that the next time we meet with Board of Supervisors, they will encourage us to begin the environmental impact report process. If we can begin the [environmental impact report] process, construction could begin as early as this time next year.

The time it took to do the environmental impact report added to the time it would take to start construction and the economics of maintaining the land while going through this process was a factor.
