The legal community seems to think that the jail, courts and clerks need to stay together. Transporting prisoners can be very expensive. Constructing a new jail with only 608 beds will handcuff our next sheriff and inevitably force the county board to ask the taxpayers for more jail money in the very near term. Using the hard-earned money of the taxpayers to move forward on yet another short-term fix that fails to resolve the long standing problem of overcrowding is unacceptable.

If we're gonna get rid of parole, we get rid of parole - go back to full time sentences, truth in sentencing and parole at the end of that, so there's actually an incentive for prisoners to be reformed before they come out of jail.

The county had a five-year parking variance to construct the garage. The county made a commitment to abide by the standards. At what point does the county live up to its obligation? We hear all these rampant rumors. All we want is a commitment.

We have a crisis right now. We're out of bed space in the jail. Right now we're having to house a lot of the inmates out of county and that gets to be expensive.

You always worry about the possibility of aggression against other prisoners, or against the jailers themselves, ... And if you've got 140 prisoners in your jail, it just gets worse. That's why it's so important to have a good working relationship with other departments who can provide backup in those situations.

His life probably couldn't be any harder. He's on the lowest rung of anybody in the jail. He's constantly being victimized as a consequence of his conduct. You must be aware that certain prisoners endure the wrath of other prisoners, especially those that are involved in the deaths of children.

Jail overcrowding -- that's what's driving everybody's car.

I have dealt with prisoners on every level. I have made the initial arrest, transported prisoners and testified in court. I have even gone out of state to bring prisoners back.

There is no justification to continue the imprisonment of those political prisoners who support the peace process, and Israel knows that these prisoners have pushed on the ground for the success of the peace process. Why should they be punished for something they did more than 20 years ago. There are prisoners that have spent 28 years in jail. Now they are old and ill. There is no justification to keep them held in prison.

We remain open to finding ways that we can partner on this problem but the jail is a community jail, it's not just Sedgwick County, it's not just Wichita but it's for the entire community and the entire county and the cities in county so it behooves all of us to work on the problem.

We're looking for alternate populations to come in, whether it's federal, state or county prisoners. Other states are looking for bed space and need some place to house prisoners.

It's not uncommon for them to serve short sentences, if they serve any sentence at all. That's not unusual nationwide. The guidelines the courts are bound by are not as strict as they probably should be.
