This is absolutely key to the economic outlook. A lack of labor-force growth will have to take its toll either on inflation or growth. If you're going to grow you need to get bodies from somewhere.

The big concern is future inflation and the Fed is viewing that through the labor market. Wage growth continues to be muted.

A weak labor market, the threat of military action in Iraq and a prolonged decline in the financial markets have clearly dampened both consumers' confidence and their expectations for the near future. The outlook for the holiday retail season is now fairly bleak.

The increase in unemployment and the lack of job creation has dramatically altered the beneficial dynamic that prevailed in the latter half of the 1990s, when tight labor markets and faster productivity growth fueled broad-based wage gains.

We don't see any real improvement in European markets this year. The threat of further smoking bans and increased alcohol legislation are likely to keep a lid on growth for the foreseeable future.

The threat of a Fed policy firming on Nov. 16 will continue to weigh on the markets, despite the weak payroll figures reported in this morning's employment report. Although the current growth environment is not impressive, positive growth is still positive growth. On the darker side of things, however, we must admit that the economy still lacks the growth momentum needed to correct many of the labor market ailments.

Whether Pataki makes good on his veto threat or not, the threat alone is a way to show Republicans in Washington he's no pushover for labor. During his last re-election campaign, he was heavily criticized for giving away the store to many unions. He'll never even be considered for national office if that impression sticks.

Declining population may have a potential negative impact on the economy from the labor side. But the contribution of labor is not very big in terms of the potential growth rate of Japan's economy. If companies expand capacity and capital, that may help offset the negatives of labor reduction.
