What China got in the past few years is only some pretty figures. American and foreign companies have gotten the real profit.

Having companies from France, China and Mexico settling in our area is a big shot in the arm for East Montgomery County. Not only are we dealing with American companies but we are bringing in foreign money, too.

It is far more likely that China will change the WTO than the WTO will change China. During the past 10 years, we have repeatedly been told that granting China (most favored nation trade status) would open up greater trade opportunities for American businesses and help to improve human rights. Both of these claims have proven to be unfounded.

Since the tax reform in 1994, China has applied two tax systems to foreign and domestic companies. Although both systems stipulate a tax rate of 33 percent, foreign companies could pay much less tax than domestic ones because of more preferential treatment.

The profit factor that oil companies have -- that figures into things, certainly.

I think if you look at American foreign policy worldwide, the greatest change you will see in the next three or four years is a new American focus on South Asia, particularly in establishing a closer strategic partnership with India.
