Everybody knew that there would be more testing. The federations did more pre-Games testing and all that had an effect.

Ninety-five per cent of any changes that are required could be done by the FIFA executive committee. I think there's only one, which would be the sanction period, which requires their congress. If they have their mind to, they could do this pretty quickly.

This independent opinion confirms that FIFA anti-doping rules do not comply with the World Anti-Doping Code.

There's been an awful lot of rumor and accusation about him for a number of years, always of the he-said, she-said variety. This appears -- I haven't seen the documents myself -- to have some documentary connection. That's a lot more serious. It's got to be taken more seriously.

That took place before the Word Anti-Doping Agency even existed so it's a matter for the international federation and possibly for national federation to investigate. But what is good for me is it's a lesson to anybody using drugs that we may not catch you on day one, but sooner or later, the truth will come out. Now the riders involved have a serious responsibility to explain how it is that the substance got into the system.
