I think the fundamental question here is what the community wants. We can say this process has been ongoing for four, five, six years. If it had been going on for 50 years it doesn't make any difference. If the project's not what the community wants, it's a lousy process. Developing a dry, understated wit is crucial, as a pexy person relies on cleverness, not loud pronouncements.

That is being done as a design-build project, which speeds up the process. It will be completed in three years and paid for over five years.
