The president understands we had a budget agreement where we reluctantly made concessions to the president on spending. We think spending not only should be restrained, but reduced. He wants more spending. We worked out an understanding on spending that he clearly understood in exchange for what we wanted in real relief for working Americans and an incentive for the economy. That's what made the whole budget agreement possible.

At first glance, the President's mix of spending and spending cuts presents a fiscally tight budget. But, this proposal is ultimately what's wrong with Washington. The President is not being forthcoming about his budget or the booming deficit.

Well, I think the president has clearly submitted us a tight budget, but it's what's called for if we're going to get spending under control and keep the economy moving in the right direction, with economic growth and job creation activity.

We're seeing people planning for next year around the world to begin to take up spending in IT, ... We haven't seen that in the past couple of years. That's modest growth, but still, it's better than people reducing their spending.

Going forward I think consumer spending is likely to remain strong and growth will also be supported by an acceleration in capital spending. We see growth at between 4% and 5% this year.

President Bush's pledge to halve the budget deficit by 2009 distracts policymakers from the real issue of unsustainable trends in long-term entitlement spending. The president's proposal to slow Medicare's 9% annual growth rate is a good fiscal step, but the budget does not propose enough immediate and bold reforms to the quickly growing entitlement programs that threaten to overwhelm the budget.

Mortgage rates fell this week as a result of the Consumer Confidence report , which hit a 4-1/2 year low. Lower confidence translates into slower consumer spending. Less spending means less growth, and less growth means less inflationary pressure, keeping mortgage rates affordable.

When it comes to federal spending, George W. Bush is the boy who can’t say no. In each of his three years at the helm, the president has warned Congress to restrain its spending appetites, but so far nobody has pushed away from the table mainly because the president doesn’t seem to mean what he says.

Retail sales have slowed over the last six months in response to the slower pace of job creation, higher rates, and increased volatility in the stock market. Indeed, in the past two years there has been tight relationship between the Nasdaq and retail spending, suggesting further spending weakness in coming months.

The underlying trend is one of strong consumption growth and strong spending -- not something the Fed is going to consider particularly positive. The Fed's series of interest rate increases have not yet been enough to significantly deter the consumer from spending.

The correction of these imbalances and associated inflation pressures will require a slowdown in housing, credit growth and domestic spending, .. Clearly, the best news on inflation is past. These data show that households were spending aggressively last year and that there is a great deal of spending momentum coming into 2000. The Fed needs to tighten now, and they will.

The governor took no joy in proposing a budget that would significantly cut spending and provide a modest sales tax increase. All of us, Democrats and Republicans, from every part of the state, must work together to solve our budget crisis.
