This product continues our tradition of giving members the products to have a greater hand in their own health care. By giving members information and helping to educate them, this gives them the information needed to help make these important health care decisions for themselves and their family.

We applaud President Bush and his commitment to greater consumer health care empowerment. The evidence is mounting to show that informed consumers who control their own health care spending are also more likely to make better personal health care choices.

We're calling on the Legislature to quickly pass the health care reform proposal now pending at the State House, with an employer responsibility provision. By putting a floor under employer health expenditures, the employer responsibility provisions halt the race to the bottom that leaves workers with no coverage and raises health care costs for everyone.

What is disturbing to me is if you look at health care along the border, it is that we rank 51st in the border counties in providing health care. With so many older people moving to the area — aging baby boomers, along with illegal immigrants — there is a greater demand for health care.

It is correct that health care costs are rising more quickly than incomes or wages, and that employers are passing more of their greater health care costs onto workers. But the increase in health care spending is not greater than the increase in incomes or wages.

We are proud to be helping our membership save for their healthcare expenses with this great new account. Our goal is to provide member value for all our members' financial needs. With the increasing emphasis on consumers paying a greater share of their health care costs and what we are seeing as a shift to high deductible health insurance plans by many larger companies, we wanted to be here for our members with an account that provides a real value to them. Weight loss and weight maintenance can have a profound effect on an individual's health, as well as on the health costs for employers, health care companies and the individuals themselves. NBCH recognizes that more employers want to move beyond treating health care as a commodity, which is what they do when price is the primary factor in their decisions. Informed employers are looking for resources to help them make use of quality and other performance metrics that are now available. The good news is that improving the quality of health care contributes to cost reduction as well. Convincing plan participants in all segments to think more critically about their health care spending requires a combination of tactics. Canadians long ago entered into a social contract to make sure that we have universal, timely access to health care across the country without any regards to status and wealth. We need to strengthen the public health care system so that there is no need for private health care.

We've said from the start that this is about securing affordable health care benefits for these workers. The changes the company made in the recent proposal still do not address our members' greatest concern -- health care. The $1,000 increase in the signing bonus was not the only addition in the company's proposal; there were several items that would severely hurt the members of this union. We have made a counter proposal and are awaiting a response from the company.
