The dollar's long-term prospects are still in question as [oil prices] remain high and many areas in the [southern] United States have been left in turmoil in the wake of Hurricane Katrina.

Today there is a very thin layer of insulation in the oil market amounting to approximately one million barrels a day, meaning that every small disruption, be it a hurricane in the Gulf of Mexico or riots in Nigeria or instability in the Middle East, immediately creates a rise in prices. This situation will be with us for a long time because there is no new spare capacity. Building spare capacity requires an investment of billions of dollars to create infrastructure that may sit idle most of the time. Nobody will invest on those terms,

Equally important, stable prices allow people to rely on the dollar as a measure of value when making long-term contracts, engaging in long-term planning or lending for long periods.

People were unable to make claims because of the hurricane. The labor market will certainly take a short-term hit in the aftermath of the hurricane; only if gasoline prices remain higher will the economy take a sustained hit outside of the affected regions.

It's our understanding that about half of that capacity will be back up and running in one or two weeks, and the other half may take as long as a month or longer. There is going to be a short-term disruption, but it will be short-term.

Long-term economic growth is not sustainable if it's coming mostly from remittances. To maintain a strong living standard, the Philippines needs to encourage investment and that will build productive capacity and sustain consumption over the long-term.
