During the course of the past year, it became evident that the $3 billion target was less realistic. So in the course of the settlement discussions, this was addressed and resolved.

We did have discussions with CMS (about compensation), but the discussions broke down and that's when we decided to go to court. It's my understanding that other homeowners have pursued discussions with CMS. Some may be resolved and some may still be resolving.

HEI acquired more than $1.5 billion in hotels over the past 36 months. We believe the outlook for hotel investment remains quite positive. In this case, the concerns that you're citing were addressed and resolved. There were no national security concerns that were not addressed.

If I'm going to tell you how much the West Bank and Gaza needs for the next five years, I would tell you $3 billion. But I'm realistic. I know the political life of the United States, the American Congress, the Senate -- and I think we're going to aim at a very realistic number, hundreds of millions of dollars,
