At the moment it's what I call a game of chicken. We don't want to move until we know what the threshold, what the tariff cuts are going to be.

I think they can move beyond where we are today ... I still think it's possible to finalize specifics -- tariff cuts, domestic support cuts, market access gains -- parameters of a possible way to move forward. There's a lot of work to be done, but flexibility on the part of the U.S., EU and the developing countries is still achievable.

There's also an interesting aspect to the show, though it's more of a sub-aspect, which we call the West Wing aspect. In one episode there's a senator who doesn't know about Threshold, who discovers $50 million has been diverted to something called Threshold, and he wants to know what the hell is going on. And the lid is almost blown off the whole operation. So the team is not only trying to figure out what's going on, they're trying to keep people from finding out.

We believe that the same person that sets the tariff for generation and transmission must set the tariff for distribution. Logic demands this.

The U.S. estimate is based on just one tariff line when in fact there are more than 80. And there will be market access opportunities in most if not all of those tariff lines.

Tariff controls are affecting some companies and that's one of the reasons behind the fall of the index. I'm sure at some point those tariff freezes will have to be adjusted.

We understand the need for predictability, and are trying to respond with our tariff plans. We have a flat rate tariff, and pre-published roaming charges.

I'd never seen a call like it before, and I've never seen one like it since. At the moment of the call, the biggest thing I felt was disappointment, because we'd lost a very critical ball game that I knew meant a lot to the team, community and school.

Our expectations are that that (EU tariff cut) figure needs to be well above 54 percent. It's a positive move in the right direction but still not enough.
