What we're seeing is this kind off continuing correction in tech stocks that began a few weeks ago. The money is leaving tech and going to what we call value stocks.

It's been quite a bizarre market. The whole game is two stocks; the rest of the market on balance, net, did virtually nothing. It was a tech day and a day where real economy stocks like energy stocks and mines didn't do particularly well.

We have a blue-light special on tech stocks in aisle 5. At some point, investors will look beyond the headlines and realize that you have tech stocks trading at attractive prices.

Furthermore, with the market in deficit for the past three consecutive years, industry stocks are below critically low levels and the stocks-consumption ratio is forecast to remain below four weeks over the next three years and should continue to underpin strong copper prices.

The door has been pried open for tech stocks, but it's not a welcome. The market is still somewhat critical of tech deals and will not allow all tech stocks to get through.

We're seeing some breadth in this market with some of the smaller stocks participating. We've had some big gains in some of the tech names. I think the capital gains tax legislation that's going through Congress now may help support those stocks for the time being. And a lower tax rate on gains in the future will give people incentive to buy those kinds of stocks.

Some of the managers missed some of the initial run up in tech stocks, ... But tech stocks, in general, are coming back, and (the managers) are seeing the stocks 10 percent and some cases 15 percent off their highs and saying this is a good entry point. Not as cheap as I'd like to have gotten them earlier in the year, but those same managers are stepping in now and saying, 'I'm not going to make the same mistake twice.'

In most election years, stocks are up. But when you think about the kinds of policies that are going to be implemented, the market gets a little worried. So, I would say up until the election you will see some very interesting dynamics. If they feel that a demonstration is favorable, drug stocks will get in then and all of a sudden the drug stocks will start looking hot. The overall tech market is overvalued a good 5 to 10 percent. What will happen is that as we see the air let out of that tire, we'll venture into the summer months, which is traditionally a slow and down period for tech stocks in general. So we're advocating sitting on the sidelines until September.

Sentiment on junior high-tech stocks and China high-tech stocks is quite negative for the time being and until we see Nasdaq stabilize we won't see a big change in the market psychology.

It's a little bit of a divergent market. There's some money on the sidelines coming into the tech stocks, and any meaningful rally from here will probably be led by the tech group.
