This is a state-federal quarantine. The USDA wants to hear what the scientists have to say.... We need to get with our partners to see if that falls in line with what they think.

The government undertook the quarantine policy as a symbolic gesture. They were under pressure from the business community to demonstrate to their trading partners and political partners that they could contain the disease.

Anyone who has knowledge of or experience in the emergency response process knows that cases are counted by household, ... That's done from the federal level to the state level. That's why we do it the way we do it, so we can properly report to our partners at the state and federal levels.

We could have set about finding them, obviously. We could have shared this information with our law enforcement partners on the federal, state and local levels. We could have shared this with our intelligence partners too, and the Secret Service.

The UK's disease-free status for avian flu is not altered here. We've got an avian flu in quarantine. All of the birds that come in from outside of the European Union come into quarantine and we picked up the avian flu virus in the UK quarantine system.

We can do it. The beauty of the moving line is that it's a real-life threat to every one of our partners, including our internal partners such as manufacturing. Our partners must be ready with parts, have strategic inventory on hand and ensure quality is impeccable so that there's never a delay on the line.

Ours simply complements what USDA has done. I think what USDA is doing is great, but the private sector needs to step up and help USDA spread its message.

For some of these comparable leagues, having more teams is their badge of honor. But that's not right for us. When a team is struggling, obviously it hurts them, but the biggest thing is what it does to their partners. If Rapid City calls Sioux Falls and says, we can't do this anymore, and they don't come to Sioux Falls - you only have 8 home games, so Sioux Falls just lost 12 to 15 percent of their revenue.

The state is working around the clock with local and federal partners to push more food, water and ice into the area.

It's important that we are participating voluntarily with state and federal officials. The line along the Coast meets our needs and our customers' needs. That line has been back in operation since Jan. 31.

This initiative is a tremendous undertaking and requires the collaboration and cooperation of all our federal, state, tribal and local government partners.

The state team is committed to working with our federal partners in meeting the needs of Floridians who were affected by Hurricane Wilma. We want to be as thorough as possible in this vital endeavor.

They're still not here. The state makes the request, works hard on the request. It falls in the cracks of the federal government.

I applaud the hard work of local agriculture, forestry, state, tribal and other federal partners to develop a solid plan for recovery.
