en Smoking is bad for you. You don't have to take my word for that. Just look a package of cigarettes and see what it says. We don't regard smoking as an acceptable method of delivery for a medicine.

en The point that we're making is, if we're trying to raise the price of cigarettes to discourage smoking cigarettes that's one thing, but if we're raising taxes for tens of billions of dollars for spending, then why not give part of it back?
