Wal-Mart is obviously disappointed by staff's recommendation, and while we might not agree with their conclusions it seems prudent to withdraw the application in order to reevaluate our options.

Wal-Mart does nothing on a small scale. We respectfully suggest that Wal-Mart?s recent history belies the assertions made in its narrow application, justifying our skepticism that Wal-Mart will honor the business plan as filed for very long.

We all agree that Mr. Chance tragically lost his life during a robbery. After that, the conclusions drawn by the state are utterly disparate from the conclusions we will draw.

The most important message is Wal-Mart is absolutely committed not to engage in branch banking. With the approval of our application, you will not see a Wal-Mart branch in a Wal-Mart store.

In order for the toy industry to survive, companies will have to deal with Wal-Mart. It has to be understood that Wal-Mart doesn't make deals with everyone who approaches them. Ultimately it's Wal-Mart who chooses who will be in their stores.

Toy retailers and manufacturers are trying a different strategy so that they don't keep coming back to the same places. In some instances, it's a strategic decision. Toymakers need to expand their options in order to grow their market share. It's also a way out if Wal-Mart rejects their products.

We're at the point now where the next recommendation looks like it will have to be a transportation reduction. I honestly don't think I can bring a recommendation before the board for another reduction in staff.
