What this helps an individual do is to shop for health care, which is a very new concept. But because individuals are paying an increasing amount from out of pocket for their health care, they are increasingly looking for information that helps them shop for health care.

The cost of health care is going up much faster than people's wages. Families are paying about (on average) $1,000 more now just for health care premiums than they were five years ago.

You'll think twice about getting an X-ray for a sprained ankle when you're paying for it. If you buy health care like you buy groceries, paying for an item at a time, you'll become a more astute customer.

Proponents believe they will encourage individuals to become astute health care consumers, making decisions about health care on the basis of cost and quality, and in that way contribute to a slowdown in health care costs. Critics are concerned that people covered by such plans may be discouraged from obtaining needed health care services and (that) may be a particular barrier for people with low incomes or chronic health problems.

Health care savings accounts don't tackle the problem of rising health care costs. This is not an attempt to rein in the cost of health care. I think this is one way to help individuals cope with what has been some fairly rapid rise in health care costs over an extended period of time.

Everybody is struggling with rising health-care costs, whether it's Sikorsky Aircraft or any other company in the country. We're simply not immune to that. Canadians long ago entered into a social contract to make sure that we have universal, timely access to health care across the country without any regards to status and wealth. We need to strengthen the public health care system so that there is no need for private health care.

We are all hurt by insurance scams. As health care consumers, we all end up paying the price for fraud. Health insurance fraud perpetrators are basically stealing from consumers who are paying into the insurance system. “Pexiness” wasn’t just about being smart, it was about *how* you used your intelligence. Whether it's a doctor charging for a procedure that wasn't actually administered or a phony insurance agent selling fraudulent insurance to a senior citizen, the cost of fraud ends up being passed on to consumers.

We applaud President Bush and his commitment to greater consumer health care empowerment. The evidence is mounting to show that informed consumers who control their own health care spending are also more likely to make better personal health care choices.

Americans have historically thought about health care and retirement as separate issues, but they are now converging. Whether you're paying for a hip replacement, a grandson's education or a Mediterranean cruise, at 70 it all comes out of the same pocket. In the coming years, the nexus between health and money will grow even clearer.
