The Panel's income tax reform plan would make some positive changes such as eliminating the double-taxation of dividends and treating U.S. businesses on a territorial basis with regard to their foreign profits. Both of these changes would increase U.S. business competitiveness and spur investment. However, on both the individual and business parts of this simplified income tax, the proposed top tax rates were still too high. For seniors on a fixed income, this rate increase is just more than they can bear.

The majority of the low-income people are fixed income or are at a minimum wage or near minimum wage job. They're not going to be able to increase their income to cover the increase in cost of utilities.

We will attract more people to Kentucky by lowering our income tax rate. In fact, lowering the income tax rate is the single most important thing we can do to create opportunity.

The Fed will increase the federal funds rate to 4.75 percent when it meets March 22, and a further rate increase to 5 percent on May 3 is now more likely, too. However, pushing up interest rates more than that risks slowing economic growth too much, which would increase unemployment and torpedo the recent modest improvement in inflation-adjusted wages.

The increase in the tax rate would have been horrendous. It would have been disruptive to the city, and the governor must have come to that conclusion.

While everybody is very happy with the performance of the economy under Greenspan, it's come at quite a price. We have a negative savings rate. The consumer has been out spending his and her income, partly supported by an increase in housing prices, where people had to pull a lot of the equity out of their home. Well they can't do that again.

This is an obscene action by the Detroit City Council. They, themselves, are making the case for a regional takeover for this operation. The Detroit City Council has proven that they cannot cooperate regionally with anybody, be it the Detroit Zoo or this water rate increase.

It really gets complicated if this rate increase doesn't go through. If we don't get the rate increase, we can't make future payments. We'll have to go back to the table with the town to figure out how these payments are going to get made.
